DESCONOCIMIENTO. MUESTRAN AVANCES EN LA LUCHA CONTRA ‘ESCLAVITUD MODERNA’
“9 de cada 10 ciudadanos no comprende qué es Trata de Personas en Junín”, alertó el coordinador de la veeduría MIRADA CIUDADANA, Joaquín Pinto Ferrand, en el marco del evento “Avances en la lucha contra la Trata de Personas en la Región Junín”, organizada por CHS Alternativo y el Instituto Redes en Huancayo.
Según el estudio de percepción de dicha veeduría que trabaja contra la Trata de Personas, el Tráfico Ilícito de Migrantes y por las Personas Desaparecidas, 56% de las instituciones estatales responsables de implementar acciones contra estos delitos, lo hace de manera insuficiente en la región frente a un inferior 50% a nivel nacional.
"Evidentemente la finalidad más recurrente de la Trata de Personas a nivel nacional es explotación sexual de la víctima. Sin embargo, en Junín, según el mismo estudio observamos que la explotación laboral es percibida como la finalidad más recurrente de los tratantes", explicó Pinto Ferrand.
De acuerdo al mismo estudio de percepción, Huancayo, Satipo, Chanchamayo y La Oroya son las localidades en donde se daría la mayor incidencia de Trata de Personas.
Estos datos preliminares forman parte del Estudio de Percepción Sobre Trata de Personas en el Perú que está elaborando CHS Alternativo.
Cifras y casos
Desde que se implementó el sistema RETA de la PNP, a nivel nacional, se han denunciado 292 casos de Trata de Personas con 726 víctimas de las cuales 467 son menores de edad. De las 467 menores de edad, 435 son mujeres.
El 13% de estas víctimas son captadas con fines de explotación laboral frente a un superior 77% que es captada con fines de explotación sexual.
A nivel regional, según el sistema RETA, se denunciaron 6 casos de Trata de Personas en la VIII DIRTEPOL, que congrega a Junín, Huancavelica, Huánuco y Pasco.
De estos 6 casos registrados desde el 2004 hasta la fecha, sólo 3 pertenecen a Junín. Uno de los casos fue registrado el 2006 y los otros dos el 2007 en las rutas: Junín- Lima; Huánuco-Junín (Pichanaki); Ucayali (Atalaya)- Junín (Huancayo).
Al respecto, el subdirector de CHS Alternativo, Alberto Arenas, manifestó su preocupación y explicó que “existe una cifra negra del delito mucho mayor a la que aparece en los registros oficiales”.
Por su parte, el Instituto Redes identificó casos de Trata de Personas en las rutas Huancayo-La Oroya-Cerro de Pasco-Huánuco, Huancayo-Huancavelica, Huancayo-La oroya-Selva Central (Pichanaki, Satipo) y La Merced-Lima.
Acciones contra la Trata
Durante el evento, realizado en la sede central del Instituto Redes, Arenas Cornejo hizo un balance de las acciones realizadas por las Veedurías Regionales contra la Trata de Personas implementadas en Lima, Cusco, Madre de Dios, Piura, Cajamarca, Arequipa, Lambayeque, Junín, Huánuco y Loreto.
Destacó la difusión de la campaña nacional “Ningún ‘trabajo’ vale más que tu libertad” que busca prevenir la captación de personas a través de ofertas de empleo, que según el sistema RETA de la PNP, es el medio por el que se capta a más del 60% de víctimas de Trata de Personas en el Perú.
En otro momento, la directora ejecutiva del Instituto REDES, Iris Vilchez, expuso las actividades implementadas en la región Junín en el marco de la lucha contra la Trata de Personas y presentó a la Red Peruana contra la Explotación Sexual de Niños, Niñas y Adolescentes, afiliada a ECPAT International.
Finalmente, los representantes de CHS Alternativo desarrollaron el taller “Alcances conceptuales sobre el delito de Trata de Personas” dirigido a autoridades responsables de la implementación de acciones contra el delito.
La jornada se llevó a cabo el jueves 9 y contó con la participación de setenta asistentes, entre periodistas y autoridades de diversas instituciones públicas encargadas de implementar políticas contra la también denominada ‘Esclavitud del siglo XXI”
